Comcel - Colombia
Comunicaciones Celulares (Comcel) is the largest mobile network operator in Colombia, serving more than 29 million subscribers or about 65% of the total telecommunications market share in the country. Owned by America Móvil, Comcel started its first operations in Bogota in July 1994 after receiving the license to deploy and operate communications infrastructures across Colombia.
By the end of 2001, Comcel’s subscriber base had grown to about 1.8 million. From its humble beginnings, Comcel has shifted from providing only voice communications to offering text and data services with the launching of the wireless network’s GSM mobile infrastructures in 2003. In 2008, Comcel once again made a giant leap by providing 3.5G (HSDPA) coverage throughout 88% of the Colombian population.
Through the acquisition of Celcaribe in February 2003, Comcel further strengthened its foothold in the Colombian mobile market. The acquisition has increased Comcel’s market share when it started providing cellular services to the Colombian Caribbean coast regions, which include Atlantic, Bolivar, Magdalena, Cesar, Sucre, Córdoba and La Guajira.
Comcel also operates one of the largest customer

Plan Vitamina L (Vitamin L Plan)
With the Plan Vitamina L prepaid airtime package, subscribers enjoy flat calling rates of (Colombian peso) $324 per minute for on-net (Comcel to Comcel) calls, $441 per minute for off-net (Comcel to other networks) calling, and $348 per minute for calls made to fixed lines. Upon purchasing the Plan Vitamina L prepaid package, mobile users receive a welcome bundle of 60 on-net text messages (SMS), valid for 30 days after activation. Comcel prepaid subscribers on this plan will also receive a bonus of $10,000 worth or on-net calls upon recharging a minimum prepaid refill of $10,000 during the second and third month. Plus, one may also register up to 9 preferred numbers for lower talk time rates.
Planes Único (Single Pans)
Single Plans are divided into three prepaid packages: Plan Único Spectacular (One Spectacular Plan), Plan Bolero, and Plan Rock. Comcel prepaid users may choose either of the three prepaid packages, which require a one-time charge of $92,400 for Plan Único, $66,720 for Plan Bolero, and $46,320 for Plan Rock, all of which are valid for 30 days. Once the validity period lapses, subscribers simply refill their plans by dialing #724.
With the Plan Único Spectacular prepaid package, mobile calls are charged $180 per minute for on-net calls, $297 per minute for off-net mobile calls, and $530 per minute for calls to fixed lines.
For prepaid subscribers on Plan Bolero, mobile airtime costs $239 per minute for on-net calls, $356 per minute for off-net calls, and $239 per minute for calls to fixed lines. Thus Comcel prepaid users who frequently make calls to landlines may choose Plan Bolero for the lowest Comcel-to-landline calling rate.
As for Plan Rock, on-net mobile calling costs $281 per minute, while off-net calls and talk time to landlines cost $398 per minute and $281 per minute, respectively.
All three options charge the same SMS rate, of which each on-net SMS costs $137 and each off-net SMS costs $339.
Elegido Ilimitado Voz Annual (Annual Unlimited Mobile Callinig to a Special Number)
With this plan, Comcel prepaid users may register their preferred mobile number and enjoy free calls to the selected number during the first 5 minutes of every call. To register, one may send “V+(space)+(preferred mobile number)” to 745. To renew, the subscriber only needs to send the letter “R” to 745. Upon registration, a one-time fee of $12,000 will be charged from the account, with a valid period of one year from the time of registration.
Elegido Ilimitado Voz Mensual (Monthly Unlimited Mobile Calling to a Special Number)
Comcel prepaid customers may also opt-in for the monthly unlimited airtime option by sending “V+(space)+(preferred mobile number)” to 741. Just like the annual package, the first 5 minutes of every call to the special number is free of charge. Registration to the monthly package costs $2,000 with a 30-day valid period. To renew, one needs to send “R” to 741.
Text Messaging Packages
Comcel offers Paquete 30 SMS Comcel (30 SMS for $2,900), Paquete 50 SMS Comcel (50 SMS for $3,800), Paquete 100 SMS Comcel (100 SMS for $7,000), or Paquete 150 SMS Comcel (150 SMS for $9,600). To register, subscribers may send either “30,” “50,” “100,” or “150,” all of which are valid for one month. Once the package is consumed, each text message will be charged a normal rate of $137.
Elegido Ilimitado Voz Mensual (Monthly Unlimited Text Messaging to a Special Number)
By sending “T+(space)+(preferred mobile number)” to 745, prepaid users enjoy 30 days of unlimited texting to their preferred special number. For the updated price of the Unlimited SMS plan, subscribers may call customer support.
Comcel Prepaid Mobile Internet Plans and Multimedia Messaging Service (MMS)
Comcel smartphone users may subscribe to the 50MB or the 100MB prepaid mobile web package, with a valid period of 15 days. The 50MB option costs $15,000, while the 100MB data plan costs $25,000. One only needs to send “50MB” or “100MB” to 464 to register to the mobile data plan. Mobile users also need to note that connection speeds depend on the network coverage. In areas where 3.5G cellular coverage is available, download speed may reach up to 1.4Mbps, while in areas where only EDGE and GPRS are available, web access speeds may reach up to 150Kbps and 32Kbps, respectively.
As for multimedia messages, each MMS sent costs $1,212. Also, Comcel allows prepaid users to send, save, and view their photos on www.ideascomcel.com/album.
Comcel Prepaid Refills
Being the largest mobile network operator in Colombia, Comcel offers different channels from which prepaid customers may purchase Comcel prepaid refill top-ups. One may purchase a Comcel prepaid phone card or buy electronic prepaid load from Comcel stores, dealers, and retail stores located across Colombia. Comcel prepaid airtime refills may also be purchased on Babblebug.com using a credit card, a debit card, or a PayPal account. Although Babblebug.com offers Comcel wireless mobile recharge denominations in US dollars, the purchased Comcel international top will be converted to the equivalent amount in Colombia’s national currency.
